the war, German merchants and bankers throughout the whole British Empire have been allowed to peaceably continue their ordinary business pursuits without restraint, while France, immediately following the declaration of war, placed prohibitive
restrictions on all German business within her territories.

With us the fight is purely against military despotism, without
taking account of the fact that in Germany militaris and commerce
go hand in hand. France on the other hand realises that every
German merchant and banker is a factor in the fight against her,
and she takes her precautions accordingly.
The attitude of Germany is clearly defined in her
seisure and retention of the Asiatic Petroleum Company's stock
and properties in Tsingtau.
To show how dangerous is our tolerance, we have a clear
example in the recent happenings in Manila where one of the
principal German firms, which is connected with a large firm of
the same name now doing business in Singapore, has been the
medium through which coal and provisions to the value of about
one million pesos have been purchased for the use of the German
cruisers which are running loose in oriental waters. This firm
managed to ship out of this port, between the 8th of August and
4th of September, fourteen thousand, six hundred tons of coal
and a large quantity of provisions; and six German steamers with
a total of eighteen thousand, eight hundred tons of coal and a
